When you apply for an open position, your application will be screened to see if you meet the qualifications. If so, you will be invited to take a test or an interview. If you take a test, you will be scored in ranges (A, B, C, etc). When a department is looking for a candidate for the job you applied for, HR will send the department a list of qualified candidates with the top scores. The department then chooses the candidates they want to interview from that list. If you are chosen for an interview (which will consist of a panel of 2-3 people), you will be contacted by the department. After the interview, if you are successful, you will receive a phone call from the person that interviewed with a job offer. If you accept, you will then be contacted by HR with a contingent start date and to schedule you for fingerprinting, a physical and drug testing. If you are successful, your employment then has to be approved by the Board of Supervisors (just a technicality) and then you can start. The process can take a month plus.
