How do you unlock missions on GTA vice city?

You will need to buy Print Works, which you will find near Little Haiti. Complete its two missions. After that, buy some more places and do their missions. When you get your business around 60%, you will get a call from Print Works, and Cap the Collector will be available! After doing your last mission, "Keep your friends close" will also be unlocked.
