By far the answer is the Germans. Many of the German cities were devastated, particularly Hamburg, Cologne & Dresden. Of all the war commanders in Britain after the war Arthur 'Bomber' Harris was missed out in the list of those enobled. The air campaign against Germany by the RAF & the USAAF had destroyed much infrastructure and killed thousands. The losses of Allied air crew were proportionally high. The French city of Caen was also subject to aerial destruction after the D day landings. Ostensibly the targets in Germany were military, the truth was that bombing accuracy was so unsophisticated to single out purely military targets, for obvious reasons many bomber crews got to the target and released their bomb loads & turned for home, simply relieved to be still alive. Whether the bombs fell on the factory, the military installation or the town centre really was unimportant to the aircrews. By late 1944 bombing accuracy had been improved, largely by the pathfinder force of (principally) Mosquito aircraft, and Group Captain Leonard Cheshire VC was instrumental in this flying. The British were certain that night bombing was best & the US flew by day, Germany was bombed 'Round the clock'. This Question could be interpreted as the most Tons of Bombs or the Most Number of Missions. The Ploesti oil fields in Romania were continuously bombed throughout the War. The Ploeseti missions resulted in the loss of 206 bombers and 2200 crew members. Although Germany might have been bombed the most, they also lost the most citizens they lost about 1 million 3 hundred and 93.
