Is Hong Kong a city or state?

Hong Kong is one of two special administrative regions of the People's Republic of China (the other is Macau).

Outside Chinese borders, it is considered to be one of the "Big Three" cities of the world. Along with London and New York, Hong Kong is a major international trade city controlling trade in Asia, while London controls trade in Europe. Likewise, New York controls trade in the Americas.
