To be completely honest I think so! Many times throughout the anime, he is saying, "I want Ciel", or "Get me Ciel". This shows that he may hold attraction to the same gender, or at least Ciel. I personally think he may had been influenced when he was young and raped, etc.... Often traumatic experience may "break" the mind of a person and twist their thought, making them crazy or thinking something is the right thing to do. Later he learned that with his "looks" he is able to attract the same gender, so this may made him think he can use his sexuality to get him what he wants. It has also has never been shown that he have used this on females, so this may so to support the idea that he is gay. Or at least is attracted to Ciel....
