What is police arresting code HS11378?

Section 11379 of the California Health and Safety code (commonly abbreviated "11379 H&S") covers the manufacture of illegal controlled substances. It is most commonly used to charge people accused of operating meth labs or otherwise manufacturing methamphetamine, but can be used for manufacture of other illegal drugs.
