Chester is this the capital of cheshire?

Cheshire is a county in England, and thus does not have an official Capital City (like London, Paris or Rome are to England, France and Italy).

The term used for "capitals" in relation to counties is a "County Town", and in Cheshire's case this is Chester (which confusingly is a City).
