Why a husband does not give the salary to the wife?

Why should he ! He worked for it - he earned it so... as long as he pays his share of the household bills, he's under no obligation to hand what's left over to his wife ! This is the 21st century - if a married woman wants a regular income - she should be workiing for her own money !
