In Russian what does the ee kratkayeh do to each letter.?

It forms diphthongs. So, it generally works the same way "y" does in the Word "day." I can't think of an occasion where it comes after anything but a vowel, and usually only after "а, у, и, е, and э"

ай = sounds like "eye"
ей = "yay"
etc.
