Why is where is waldo on the ala challenged book list?

It"s not really literature, it"s a puzzle book like crossWords (in book form) or something like Jumble. Not the best way to teach reading habits, I Agree. The above answer is true, but is not the reason why it was challenged. The book is actually challenged because on the pages with the beach scences there are tiny little cartoon people who are naked.
