The term "Proportion" might be to describe the change in size of a pattern, or say a dress, to make it fit a larger or smaller person. As the size of the waist increases, most other measurements of the pattern would also have to increase in proportion. If you just increased the waist, other parts wouldn't fit together. But you wouldn't necessarily add an inch to the hips if you added an inch to the waist. Another example also might be the need to possibly lengthen a skirt length as the size increases or shorten it if the size decreases. Proportions vary with styles and change with the fads. Another use of "Proportion" could be "In the eye of the designer." Say you had a large ruffle around a neckline. It might look out of proportion if it were too large or wasn't "balanced" by another element of the design.
