The people voting in November pick the members of Congress; senators and House of Representatives. The Electoral Congress picks the President and the Vice President (both from the same party decided in an convention in the summer time) every 4 years. Usually the Electoral College picks the same person as the candidate who got the most votes in the general election, but, not always. The Electoral College picked Benjamin Harrison and George W. Bush (in 2000), even though Grover Cleveland and Al Gore got more popular votes.
