Why would the headlights not work on 1991 geo tracker fuses are good?

The fuses are only one link in making headlights work. Other things to check are:

* headlight switch * all electrical wiring associated with headlamps * the headlamp bulb socket may have dirty contacts * the headlamp bulb may be burned out
