Control Of Substances Hazardous to Health or COSHH seems to be a UK program very similar to America's OSHA. They cover the public's exposure and handling of HAZMAT, suggest (and maybe certify) HazMat equipment, such as breathing rigs, and they undertake an extansive education program.
