Are medicated cigarettes totally cure the respiratory congestions?

well if you were to bring in medicine like a cigarette instead of breathing in tobacco if would have the same effect that tobacco does except it wont hurt your lungs and it could be distributed through the circulatory system or even make a mechanical cigarette that you would use to in hale steam only and be able to distribute the medicine through the steam and it would as efficient as taking a pill only more would be distributed at one time and therefore increase the effectiveness of the medicine
