The motto was not added to bills until the late 1950s and early 1960s so an older bill without the motto is normal and not a printing error.

There are 12 different varieties of $5 bill from 1928 so you need to know the seal color and whether there's a small letter next to the date. Values as of 02/2009:

Red Seal:

No letter or A to E - $6.-$10

F - $8.-$13.

Green Seal:

No letter or A - $8.-$35

B - $8.-$20.

C - $200.-$650.

D - $400.-$1000.
