Social facts are cultural norms and values.

Social action is an act that takes others' actions and reactions into account.

For example, going to your brother's wedding even though you don't like the bride could be in response to social facts, if it's just expected by society that you will do so, or it could be a social action, if you're going just to keep your mom from getting upset.
