its better to be not in danger than to be in danger you dont have to be sorry of doing or saying something

It is better to avoid doing something to help because the chances of adverse consequences is high. An example is trying to tell someone something they don't want to hear (like your boss) even though in the long run they will be better off knowing. You will not be thanked. So, to be safe, you say nothing.

It means it is better to do something in case its the right thing rather than not doing it just incase it is something bad.

for example: putting someone in jail even if they are proved innocent just in case they aren't.
