Depends. Has she read the rest of the book series, and what's her maturity level? Breaking dawn has some graphic descriptions and sexual referances, but so have the other three books, in various levels. If she's already read the first three books, I'd say the cat is already out of the bag, and you should just let her finish the series. But, seeing as the last book (Breaking Dawn) is also the most graphic, if you don't think she's ready to read about such things, maybe it's best to wait until she's more mature. In the end, assuming this is for your child, it's all about how you think she'd handle it. You would know your daughter best. If you think she's mature and intelligent enough to take in the book without being scared, bothered, or freaked out by it, then I say let her read Breaking Dawn. If you don't think it'd go over well, tell her no.
However, by no means do I think you should keep it from her just to shelter her. If she's mature enough to handle it, there's no reason she shouldn't be allowed to read it. That's just my opinion, but I personally believe that no good comes from over-protecting our children. They'll just discover the harsh realities of this world in other, less preferable ways.
