God's Word is faithful. What God has promised, He is able to perform. A believer stating "it is written" is often emphasizing a specific truth or prophetic fulfillment of God's Word. It also may be the foundation and an introduction of a further promise. Consider Jesus' Words to his apostles after his resurrection from the dead:
Luke 24:46-48 "And said unto them, Thus it is written, and thus it behoved Christ to suffer, and to rise from the dead the third day: And that repentance and remission of sins should be preached in his name among all nations, beginning at Jerusalem. And ye are witnesses of these things."
Hearing the Words "it is written," we are reminded of the Word's origin, trustworthiness, and authority. In the wilderness, Jesus demonstrated the practicality and power of God's Word, stating "it is written" as he faced the attacks and temptations of the devil.
