The hosting is part of the development programme introduced by the IRB to increase the popularity in a range of countries. Added to this is economic advantages. Many rugby developed countries have facilities in place, UK, France, South Africa, Australia, New Zealand to name just some of these. The income for the duration of the RWC brings in millions of (dollars, pounds) to the hosting country. This assists in the employment and rugby development. As an example of the development in 2019 the host country is Japan.

Because of the nature of the event each country wishing to host has to submit a bid in exactly the same manner as the football world cup and the Olympic game
