Who once said that it is better to have a gun and not use it than to need a gun and not have one?

That statement has been attributed to many different people. It's likely that nobody knows who first said it.

First heard it in the movie True Romance, written by Quentin Tarantino and used by the Clarence Worley character portrayed by Christian Slater. It was then quoted years later in the first AVP movie.
