Yes, but it's called a "Hook & Probe Kit", or a "Hook & Mirror Kit".

Possession of a lock picking set in almost all 50 states counts as "burglary tools", so obviously to sell them would be frowned upon, if not illegal itself.

Some head shops carry nifty little "lockout kits" disguised as a credit card that slides open with flat tools inside.

And for the record, Lowes and The Home Depot selling "Hook & Probe Kits" is the exact same loophole a head shop selling a bong or massive bubbler would use by referring to it as a "tobacco water pipe" instead of the obvious.
