What was a result of the arms race between the US and Soviet Union during the president Eisenhower's term?

President Eisenhower, before becoming president, was Supreme Allied Commander in the European Theatre in Europe. He knew how terrible and life-changing war could be. So, he wanted to end the Korean War quickly, without striking up a new war with communist China. To do so, he cut back on war expenses and lowered our production of weapons. He expected other nations to follow.
