How should a victims airway be opened in a respiratory emergency?

Head tilt chin lift or Jaw Thrust - just like they taught you in first aid class. If you haven't taken a class, do so.

If the above manuvers fail to clear the airway, advanced measures need to be taken by EMT's or Paramedics.
