What does this statement imply there is no doubt that man can organize the world without god but final analysis he can only organize it against man?

I think that that statement is not true man can not organize the world without God. We have tried but look were it has gotten us. If we let God into our decisions about how the world runs and how we should be living it would be a thousand time more peaceful and a happier place to be.
