If you are living out of state temporarily can you use your cousin's address in your home state as your permanent address?

Whatever address is on your driver's license or state ID is your permanent address. My license does have my cousin's address because that is the only permanent address I have. I would be building a home and returning back to my home state in about 5 months. In the mean while, I am temporarily living out of the state. I have lived in the state for 5 years now and will be briefly away (for about 5 months). Can I take insurance on my cousin's address with my name? Is that legal? You may use any address (relative's home, PO Box, drop box, etc.) as your mailing address as long as it is not being done to commit a crime and/or fraudlent act.
