What does the German proverb 'True friendship does not freeze in the winter' mean?

Winters are typically very harsh in northern Europe, especially in mountainous country, and many people in winter might hoard food and fuel for fire for themselves, but true friends will share what they have, and in doing so, find that it is easier to survive.
