What do you think is the relatoinship between the rise of dictators and the coming of world war 2?

I do know that after world war one, Germany was restricted on how large their army could get, how many war materials they could produce, etc. Therefore, many Germans, like Hitler, were very annoyed about these restrictions. Once Hitler rose to power, heconcentrated on armies, war materials, etc, and then his armies invanded contries, like Finland. Hitler and Mussolini signed a peace treaty with each other, and therefore became allies. Stalin and Hitler also signed a peace treaty, but this friendship ended when Germany invaded Stalingrad in 1941.
