Can Asda car parks charge fines?

asda use a third party company to control an enforce their carparks,

although the company do issue fines it is only a civil matter not a criminal offence and you are not legally bound to pay it unless the company take you through a claims court to recover it which they are unlikely to do due to the costs involved.

i have personally experienced this and choose to ignore the fine, i think i maybe got a letter once asking for the payment which i also ignored and never heard anything again, this was 3 or 4 years ago now.
