Who created how to dress changing rights of Muslim women?

There are No Rights of dress changing. A Muslim woman, if she follows the commands of Almighty Allah in letter and spirit and she feels fear of Almighty God, must cover all her body in a way that she does not invite the lusty eyes of the wicked people. If she dresses to attract the attention of the men around her and shows off her body, she may not be considered a true Muslim lady even by her own father, brother or husband, if they are true Muslim and honorable.
