How ideology emerges?

ideology is innate to each person but it only emerges or manifests itself when a man feels dissatisfaction from the existing system. ideology is nothing but a set of concepts to change a system so it is lucid that if a person does not feel secure or safe in a system he or she will like to change it and the driving force for that change is ideology.
