Why does the census ask if you are a U S citizen?

The census is pretty general. One question it isn't suppose to ask is about citizenship. It is a count of the total number of people not citizens. The constitution is very clear about this and states "people" . This count is important because it is how House members are numbers are chosen, federal money sent to the states, and other factors. States can really lose if it becomes a citizenship test.
