Younger people, because their brains are newer, so they remember things better. Older people tend to forget because their brains are getting older.

Younger people (ages 3 to 10) can remember more and learn more because their minds are not preoccupied with lines of thought that expand on previous memories. However, teens and young adults have an easier time memorizing specific information because they have learned "how to organize their memory", rather than absorbing useless or disorganized material.

Most pre-teens have shorter attention spans, which makes specific learning more difficult. They do have the benefit of not having to consciously dwell on unpleasant memories.
