Why is the president the country's chief diplomat?

The Secretary of State is usually regarded as the top diplomat, because diplomacy is what the State Department does, first and foremost.

The Secretary of State, however, serves at the president's pleasure, and the president often meets with foreign leaders. George Bush (the elder) even vomited on one. One could argue that the POTUS is really the top diplomat.
