Does every line have a slope and a y-intercept?

I assume you're taking about a line on the cartesian plane (a chart of y against x)

The only lines that don't are verticle lines, e.g. x=5. These won't hit the y axis (unless it's x=0, in which case it'll never leave), and have a slope of infinity
