The mai purpose of a constitution is to stop the powers that be abusing them and creating situations that would be unreasonable in the eyes of the creators of the constitution. Take what is going on with prisoners inCuba held by the American military. to the creators of the constitution of the USA this sort of treatment is an afront to human decency and would not be permited in the USA so the whole thing is done in an other country because there people are not under the protection of the constitution of the USA.

The reason why we keep such HIGHLY DANGEROUS criminals in Cuba is because we have a deal with Cuba, allowing us to keep criminals who want to destroy America, over in the Cuban prisons for an annual payment.

This protects American citizens. If an inmate were to get out they'd have to stay in Cuba or take a boat, but by that time, everyone would be alarmed. Close enough for the U.S. to stay in contact, but far enough that it would take time for inmates to go anywhere else.

Yes, we do some bad stuff to them, but we wouldn't have to if they didn't try to KILL us.
