What is a paper gangster?

Some people think that the song paper gansta is about prostitution, saying "Won't sign away my life to, someone whose got the flavor..." and other quotes. Or a paper gangster could simply be a boyfriend that doesn't really love her. They are in the relationship for just the physical aspect of it.
