Although Bill Clinton at the end of his tenure had the highest approval rating of any President since WW 2, he had his share of conflicts. In his first term, the most important one was his Health Care Reform Plan, in the end defeated by conservative opposition in Congress. The second major conflict was with regard to the Monica Lewinsky affair. Many say that Clinton had been set up (the sudden appearance of a self-appointed BFF who closely monitored her dealings with Clinton and who advised her to keep evidence of the affair seems to support this) but the resulting attempt at impeachment for obstruction of justice ended with Clinton's aquittal by the Senate.

Finally, Bill Clinton and the Republican-dominated Congress had a sharp conflict over spending on things like education an Medicare, which the Republicans wanted to spend less on than the President. After a long stand-off which even led to a shut-down of Federal services, Congress finally caved in. Clinton nevertheless left office with a balanced national budget.
