How do you get the keycard in Pokemon Pearl for the Veilstone Galactic HQ if no one dropped it?

you will get the storage key from the galactic grunt in front of the building and you will use theat to open the door in the storage room, after that you go through the building until you reach a dead end, at the dead end there shold be a door you need the card key to open. there is a poke ball beside it, pick up the poke ball, TA DAH card key
