I don't think anyone has made that particular allegation, and frankly the people who have accused him of sexual harassment don't seem particularly credible so far. Cain's 9-9-9 tax plan is a scheme to further enrich the wealthy on the blood of the poor, but he's probably not a rapist except in the metaphorical sense.
