Evidence from both The Bible and ancient history indicates both yes and no. In other Words they sometimes did and other times not. In some cases this depended upon the Kings personal physical ability. David for example was known as a valiant soldier, but, as he grew older, it was wisely suggested by his general Joab that he remain away from fighting for the good of the nation, lest their king fall in battle. Joab was well able to fight. The Babylonians and Assyrians also apparently delegated some major military campaigns to trusted generals, although of course the supreme ruler would get the credit for any success.
