A tornado watch is a form of a advisory that the weather conditions are such that it is, or will be, possible for a tornado to develop.

It is important to note that a watch only refers to the possibility of development.

On the other hand a tornado warning indicates that visual confirmation of an actual tornado sighting has been reported by someone or that a tornado has been indicated by Doppler radar.
