Not at all. It means that they change together, in the same direction ... when one doubles, the other one that's proportional to it also doubles. Example: If you have only dimes in your pocket, then the amount of dollars you have is proportional to the number of dimes you have. We don't know how many there are, and the numbers are certainly not equal. But we know for sure that if you double the number of dimes, the number of dollars your pocket is worth will also double.
