Non-excepted drivers are CDL holders operating commercial vehicles for compensation across state lines. These drivers must have to DOL/DOT a medical examiner's certificate.

Ecxepted drivers are those who ocasionally transport goods or personal property not for compensation. Excepted drivers are NOT required to submit their medical examiner's certificate to DOL/DOT.
