What does Ogden Nash's poem Love under the Republicans or democrats mean?

It is actually a response made in 1930 to Marlowes poem called The passionate Shepherd to His Love. After reading Marlowes poem, Nash's makes much more sense. In Marlowe's poem, he talks about love in the country living with luxuries, and such. He mentions how often they would sit and watch the sun set on a hill with lambs everywhere. In Nashs literature, In light of the Great Depression, the title is talking about love and life under the government (hence republicans and democrats, although hoover was president at the time). Living in New York City (Central Park reference), the couple live frugally on a small budget( cheap wine, dollar movies, small apartment, brown water, etc..) and stress fills their lives. He responded because he wanted to help show the reality of people living in the thirties.
