Where do you get TM sludge bomb in Pokemon Emerald?

Fly to Dewford Town. Enter the house directly north of the Pokemon Center called "Dewford Hall." Talk to guy closest to you on your right with the black hair and the glasses. He'll say something about Sludge Bomb and give you the TM.
