How can a city in a land lock state can be considered a port?

It could have an airport.

Locks and Dams along rivers make it possible for large barges to navigate the river year round.

There are a few cities in Turkey and Greece which were once ports in ancient times but uplifting forces have now 'moved' them inland (or the shore-line away depending on your perspective).
