This can be looked up at milesplit.com. The average 13 year old (8th grader, we'll say) running track will run around a 2:35-2:40. The winners will go sub 2:15. Under 2:00 minutes is a great feat for a high school runner and middle school kids running that are probably exceedingly rare. If we're talking the entire population (not just athletes) 3:45 or higher is a likely average.
