The constitution was passed by members of the second constitutional congress. It was then sent to the colonies to be signed. It was signed at different times because of how long it took for the paper to travel to the location. The order was Delaware, Pennsylvania, New Jersey, Georgia, Connecticut, Massachusetts, Maryland, South Carolina, New Hampshire, Virginia, New York, North Carolina, and Rhode Island. It also took a while to hammer out the differences between the federalists and antifederalists. After 5 conventions the full document was fully ratified.
